Human resources is one of the most practical sub-branches of project management that leads to project success. It is realised that basic cycle of human resources is to have the right one in right position who are involved in projects of organisation. Hence, the
necessity was felt by the researcher to explore the effect of both project manager competency (PMC) and top management support (TMS) on the project in project-based organisations (PBOs). In fact, different managers in firms or organisations are not in the
same level; from top to bottom including executive, senior, and project. Each of the managers requires to have some different abilities in order to maximise project efficiency and organisational performance. Due to various structural reasons, project manager (PM)
is one of the key positions in management categories of PBOs. Selecting a qualified project manager based on competency in an organisation significantly increases the success of the project. However, having qualified project manager(s) does not solely
guarantee the success of a project and he/she may face serious challenges without support by top managers.

This research aims to explore the effect of PMC and TMS on project efficiency and organisational performance in PBOs operating in Iran. Definitely, this leads to enhance the understanding of roles of PMs and top managers in PBOs. Both qualitative and
quantitative methods were used to validate the variables, constructs and hypothesis. The statistical population of the research includes all project managers, middle managers and senior managers of Iranian PBOs operating in oil-gas sector and construction sector. Interviews with practitioners along with a survey questionnaire have been conducted in this dissertation. Totally, 407 questionnaires have been distributed among the experts in Petropars Co. and Kayson Co. which resulted finally in N=385 valid data that have been collected. Data analysis was performed by using SEM-PLS. Based on the results project manager competency and top management support have positive significant impact on organizational performance and project success.
